Senegal signed and ratified the Chicago Convention of 07 December 1944 relating to International Civil Aviation. According to Standard 3.2.2 of Annex 17 to this Security Agreement, for the protection of Civil Aviation against acts of unlawful interference, “each Contracting State shall ensure that at each airport serving the Civil Aviation, an authority is responsible for coordinating the implementation of security controls. ”

In order to comply with this international requirement but also to provide an appropriate response to the attack psychosis created by the events of September 11, 2001, in the United States, the State of Senegal set up the High Authority of the Léopold Sédar Senghor Airport (HAALSS) on 1st October 2001, by decree n ° 2001-743.

HAALSS is an administrative structure attached to the Prime Minister and placed under the technical supervision of the Ministry of Air Transport. It carries out its missions independently, under the control of a Supervisory Board.

In the exercise of its missions, the High Authority of the Léopold Sédar Senghor Airport has authority over all the civilian and military personnel working in the perimeter of the Léopold Sédar Senghor airport, including the Gendarmerie and Police forces. and Customs.
